Neighbor Watch

I am 64 years old and retired, living in Oak Bluff West for two years now. I wanted to give my time towards two things for this area.
1. Neighbor Watch start up or if one exist join.
2. Forming Oak Bluff home owners association giving Oak Bluff home owners a voice in community maters.
step 1 : I went to the RCMP and ask to volunteer they declined never took my resume name or number. They gave me a contact for the Watch program in Oak Bluff. I contacted that person giving my name and phone and e-mail address. They never got back to me.
Six months went by and I decided to do the job anyway walking riding around the area at all hours of the day and night. This was not a great idea because no one knew I was out there except my wife. In other words I was spending my own time and money with no one knowing I was out there. I again contacted the police giving my name and phone and again no one called or e-mailed. I contact RCMP D headquarters via e-mail and still no response. Does anyone know if there is a Watch program and the contact. Would anyone reading this like the idea of a Home owner association in Oak Bluff? 204- 5047325 mcinnes.kerry@gmail.com
